The Monroe Doctrine was first articulated in President James Monroe's seventh annual message to the United States Congress on December 2, 1823. The European powers, according to President Monroe, were obligated to respect the Western Hemisphere as the United States' sphere of influence. This move by Monroe was risky considering the weakness of the United States' military forces at the time. However, the Monroe Doctrine was, for the most part, respected by a Europe tired from the Napoleonic wars. |
